Description

HMaster UI hangs when rsgroup is enabled and meta-region is not available.

Steps to reproduce:

1. Cluster: 1 Master, 3 RS
2. Create rsgroup r1 and r2
3. Move rs1 to r1 and rs2 to r2 then all the regions are online on rs3
4. Stop rs3
5. Now access URL hmaster:Host:infoPort/master-status The page will not open.
