Release Note

Changed master, branch-2, and branch-2.1 to twice a day.
Left branch-2.3, branch-2.2, and branch-1 at every 4 hours.
Changed branch-1.4 and branch-1.3 to @daily (1.3 was running every hour).

Description

Keep flakies running on branch-2.3 and branch-2.2 every four hours.

Have it so flakies run twice a day on master and branch-2/2.4 instead of every 4 hours.

Have it so we run once a day on 2.1, 1.4, and 1.3.

Reporting is done once a day still (untouched).
