• Release Note: Down the flakey re-rerun fork count from 1.0C -- i.e. a fork per CPU -- to 0.25C. On a recent run, the machine had 16 cores. 0.25 is 4 cores. We'd hardcoded fork count at 3 previous to changes made by parent.

The parent issue upped the parallelism of the flakey reruns – see the second panel on this page https://builds.apache.org/view/H-L/view/HBase/job/HBase-Find-Flaky-Tests/job/branch-2/lastSuccessfulBuild/artifact/dashboard.html This upped the flakie list length. It also may have overcommitted the test-running machine. Let me down the rate to something more mild.
