Description

Minor cleanup of annoying loggings. For example, over an hour, we logged this 200k times:

2020-01-14 11:06:00,287 DEBUG org.apache.hadoop.hbase.master.cleaner.LogCleaner: Exiting

There is no corresponding 'Starting'.
