[HBASE-20997] rebuildUserRegions() does not build ReplicaMapping during master switchover

Description

During master switchover, rebuildUserRegions() does not rebuild master in-memory defaultReplicaToOtherReplicas map. This puts the cluster in an inconsistent state. In read replica case, it causes replica parent region stay online without being unassigned.
