Description

This is a follow-up ticket of HBASE-20566

• Create a rsgroup and assign hbase namespace to the new rsgroup
• Enable quota feature by adding the property hbase.quota.enable
  and restarting hbase
• By listing the rsgroups, the hbase:quota will listed under the default rsgroup.
