Release Note

Change the default so that on creation of new tables, In-Memory Compaction BASIC is NOT enabled.

This change is in branch-2.0 only, not in branch-2.

Description

There are more test runs to do with In Memory Compactions to show its benefits but we want to push hbase-2.0.0 now. After chatting on backchannel w/ the authors (eshcar and anastas), it was allowed we could flip the enabled bit to off for 2.0.0 until we finish up the testing work.
