      Add a ReplicationPeerConfigBuilder to create ReplicationPeerConfig and make ReplicationPeerConfig immutable. Meanwhile, deprecated set* methods in ReplicationPeerConfig.

      Description

      Will introduce a new ReplicationPeerConfigBuilder. And deprecated the old set* methods in ReplicationPeerConfig. Make the ReplicationPeerConfig we give out be immutable.
