[HBASE-19283] InfoServer should allow configuring of cipher suite when TLS is enabled

Description

When updating to jetty 9, we gained configuration knobs for restricting TLS protocols and cipher suites for the REST service and the Thrift service when running over HTTP.

We should provide an equivalent configuration knob for the HttpServer class that's used by the informational web page on other roles.
