Reenable replica tests disabled so could land AMv2.

In particular, reenable...

Disabled testRegionReplicasOnMidClusterHighReplication in TestStochasticLoadBalancer2
Disabled testFlushAndCompactionsInPrimary in TestRegionReplicas

Enabling these tests used to be part of HBASE-18352 but we broke them out of there so HBASE-18352 is only about fixing/reenabling TestMasterOperationsForRegionReplicas#testCreateTableWithMultipleReplicas
