Description

Making an RC needs an update.

For example, our psomogyi just noted that the .sha files we make are hard to verify (our script in the refguide has us making them w/ gpg which dumps a tex output in a format shasum can't read...).

Other areas are our reference to old scripts and steps no longer needed. Fix next time any of us does an RC
