Description

After HBASE-13812 was integrated, TestTableLockManager#testLockTimeoutException fails in 0.98

TestTableLevelLocks initially has only one column family.
TestLockTimeoutExceptionMasterObserver#preDeleteColumnHandler() is not called due to the check added by HBASE-13812.

Without latch deleteColumn triggering, the test fails.
