[HBASE-11909] Region count listed by HMaster UI and hbck are different

Description

The count displayed in the HMaster UI can be lower than the count of regions as done by hbck or by counting subdirectories of /hbase/<table>. This is explained in the comments [1] but I think it should be documented as well
