Daryn proposed the following change in ~~HDFS-6773~~:

EditLogFileOutputStream.setShouldSkipFsyncForTesting(true);

With this change in HBaseTestingUtility#startMiniDFSCluster(), runtime for TestAdmin went from 8:35 min to 7 min
