CatalogTracker can share ZK connection with regionserver

      Description

      Currently, CatalogTracker has its own ZK connection even when it is used in the server side. It could share one connection with the server.

        In server side, we do pass the shared zk object to the CatalogTracker. However, in the HConnection, it creates another zk object/connection. I was thinking that the HConnection in CatalogTracker should use the shared zk object too.

        Looked into it. Current implementation makes it very hard to fix this now.
