HAWQ state should be able to report the status of both RPS and standby RPS

    Description

      If HAWQ is configured as ranger mode for acl check, there are rps on master and standby master. HAWQ should be able to view the status of HAWQ RPS, so that users can track the health of HAWQ cluster.
