[build] Wrong hythr.lib copied to federated build

    Description

      The federated HDK build provides linkage artifacts under root folder named "lib", which accumulates artifacts of classlib and drlvm; note that library naming clash is resolved with precedence of DRLVM binaries (oh, that long living hythr problem!).
      However HDK sometimes contains wrong hythr.(lib|exp) files taken from classlib, which causes compilation failures of drlvm's C-unit tests in snapshot testing.
      Here is the fix, always overwrite libs when copying from drlvm.
