From commons math 2.2 release note: "This is primarily a maintenance release, but it also includes new features and enhancements. Users of version 2.1 are encouraged to upgrade to 2.2, as this release includes some important bug fixes." Some downstream projects also need some new features in 2.2. Until we have a clear user container story, upgrading the dependency in Hadoop core is the most painless solution.
