          Currently CLASSPATH has tools.jar before the user classpath. Can you please move tools.jar after setting HADOOP_CLASSPATH when HADOOP_USER_CLASSPATH_FIRST is enabled.

          This patch moves tools.jar after the user class path, for y20.
