Description

There are some files against the asflicense check which will make This commit cannot be built when building,  this is caused by the following two files:

hadoop-mapreduce-project/hadoop-mapreduce-client/hadoop-mapreduce-client-nativetask/src/main/native/lz4/lz4.c  
hadoop-mapreduce-project/hadoop-mapreduce-client/hadoop-mapreduce-client-nativetask/src/main/native/lz4/lz4.h

The two do not have an Apache license header, maybe we should skip check that to let the buildings go.
