Description

StreamJob::submitAndMonitorJob should have separate Exception handling blocks for job submission and job monitoring. This would enable use to report appropriate Error messages for Streaming Job failures.
This issue is related would be an extension of https://issues.apache.org/jira/browse/HADOOP-1663
