Use relative resource URLs across WebUI components

    Description

      Similar to HDFS-12961 there are absolute paths used for static resources in the WebUI for HDFS & KMS which can cause issues when attempting to access these pages via a reverse proxy. Using relative paths in all WebUI components will allow pages to render properly when using a reverse proxy.
