Description

Documents for FileSystem API definition were created in HADOOP-9361 but not linked.
In hadoop-project/src/site/site.xml,

      <item name="FileSystem Specification"
        href="hadoop-project-dist/hadoop-common/index.html"/>

should be

      <item name="FileSystem Specification"
        href="hadoop-project-dist/hadoop-common/filesystem/index.html"/>
