Rewrite kms to use new shell framework

      INCOMPATIBLE CHANGES:
      * Defaults now key off of standard Hadoop shell variables, if defined. The older, KMS-specific variables still take precedence.
      * The pid and out files have been renamed to be consistent with the rest of the Hadoop.
      * Several undocumented environment variables have been removed with functionality replaced by standard Hadoop common features. (For example, KMS_SILENT vs. --debug)

      NEW FEATURES:
      * kms now supports many of the standard Hadoop shell code options such as --debug.

      IMPROVEMENTS:
      * Significantly reduced and simplified code in kms-config.sh
      * Reworked some of the documentation in kms-env.sh

    Description

      kms was not rewritten to use the new shell framework. It should be reworked to take advantage of it.
