[GUACAMOLE-19] "@" characters don't work with French keyboard under IE11

Description

The description of this issue was copied from GUAC-1463, an issue in the JIRA instance used by the Guacamole project prior to its acceptance into the Apache Incubator.

Comments, attachments, related issues, and history from prior to acceptance have not been copied and can be found instead at the original issue.

This problem affect guacamole 0.9.7 and 0.9.9 so certainely 0.9.8.

When i connect to remote computer i need sometimes to unlock user session and some password contains "@" character.
But when i try to "altgr + 0" (for "@" character with french keyboard) i get just "0" number. This error occurs only with Internet Explorer 11, no problem with firefox.
