[GROOVY-8119] Groovy Language Specification documentation has bad internal links to "type checking section"

Description

The Semantics section of the Groovy Language Specification has two links to anchor tag "#typechecking". However, there is no element on the page with that ID, so the links do not work. These appear in section 6.1 "Optional typing" and section 6.3.1 "Dynamic vs static".
