PartitionStore methods should have superstep as parameter

    Description

      We should pass to the methods of PartitionStore the current superstep. This allows the stores to behave differently according to the current superstep (e.g. the input superstep). Example is the DiskBackedPartitionStore that is broken with static graphs when using EdgeInputFomat. See Giraph-741.
