Major Description
We should be able to set up a geronimo-jetty configuration that does not support web services at all and does not need any of the web service related modules at runtime. Currently JettyModuleBuilder depends on a couple of classes from AxisBuilder. Also we need an UnavailableWebServiceBuilder and and UnavailableServiceReferenceBuilder to plug in to indicate that the services are unavailable.
