[GERONIMO-4911] osgi manifest for plugins is created in the car-maven-plugin, not the deployer

Description

Currently the deployer doesn't generate osgi metadata, the car-maven-plugin does. This needs to be fixed so that its possible to deploy stuff directly to geronimo without building a plugin with maven first.
