[GEODE-8764] Lucene Functions should request data read permission only on the specified region

Description

GEODE-6930 changed the lucene functions' permission from ALL to only requiring DATA_READ. But it did not specified region. So it's actually requesting DATA_READ on all the regions. This definitely over requested.

The lucene functions only need DATA_READ permission on specified region.
