[GEODE-7561] Geode does not allow creating GW senders with a single dispatcher thread

Description

When creating GW sender Geode does not honor --dispatcher-threads when it is equal to 1.

Effectively this means one cannot create GW sender with a single dispatcher thread. If you ask for 1 you will get 5(default value).
