Description
As a developer, I would like to build the native client on the most standard setup I can achieve with respect to toolchains etc. Travis CI and our Ubuntu machines are on clang-format v6, which is out-of-date and has a couple of key incompatibilities preventing us from using something current on build machines. It's possible to upgrade to clang-format v8 on our Ubuntu machines by using the LLVM apt repo. Once we've achieved this, we will need to also upgrade clang-format on the Docker image we use for Travis CI, on our RHEL7 images, and on our Windows images.
