Remove our implementation of Tomcat LifecycleListener if possible

    Description

      Our implementations of the Tomcat LifecycleListener are completely unused outside of testing as far as I can tell.  Determine if these tests can eliminate this usage so we can delete our LifecycleListener implementation.
