Description

Since geode stats can be disabled, geode features should not depend on the value of stats.
Instead that information should be obtained from some other internal product counter that can not be disabled.
PRHARedundancyProvider.buildPartitionedRegionInfo reads the following from PartitionedRegionStats: getLowRedundancyBucketCount() and getActualRedundantCopies()
