[GEODE-5600] Property file creation occurs any time .git/index is updated (which is all the time)

Description

Because the property file is an input for the jar target, this causes a significant increase in build time, even when nothing significant has changed.

 

As a standard development cycle, regeneration of the property file should be optional / skipped.
