[GEODE-4218] load-cluster-configuration-from-dir is no longer required when setting --cluster-config-dir

Description

Currently if you start a locator with:
load-cluster-configuration-from-dir=true

you would usually need to specify a "cluster-configuration-dir" to go with it, if you don't, it will default to the locator's working dir which is usually empty, and when this happens, it will override the entire cluster's configuration to be empty.

We have deprecated this option.
