Description

To reproduce:

Use gfsh to create a cluster with a locator and 2 servers, "s0" & "s1".
Create a disk-store and a PERSISTENT_REPLICATE region.
Do some region operations.
Stop "s0".
Stop "s1".

Restart "s0" using the existing cluster configuration. It will be in an initializing state, waiting for the disk-store for "s1".

In Gfsh run 'show missing-disk-stores'

• The command will hang.
