meta-data element in html output - causes invalid html

      Description

      The head of the html output document contains a <meta-data> element. This seems like a partially finished implementation of getting <meta> elements from the document-v20. FOR-457 and FOR-481

          New template in $FORREST_HOME/main/webapp/skins/common/xslt/html/site2xhtml.xsl. This goes along with the previous patch on the pelt skin.

          Please note that the match (//meta-data/meta) is expensive and should probably be refined.
