relative URIs with absolute paths are broken in the site.xml linking mechanism

      Description

It is possible to use all forms of relative URIs using the old "book.xml" linking mechanism. Relative URIs are fine in the new "site.xml" mechanism, but not if they use absolute paths.

The attached files demonstrate the issue (site.xml and samples/subdir/book.xml).
