[FOP-2112] There is an instance of java.io.File creation in the font configurator that needs to be addressed

Description

In the font-configurator a "new File(...)" is used to create the font-cache. This should be moved to the unrestricted font-cache implementation since if someone wants to use the restricted version, we wouldn't want a new File.
