autoCollectorSource and auto*Chain/Sinks fail when master is restarted.

      Description

      If a agents an collectors are using autoCollectorSources, and auto*Chains/Sinks, and the master is restarted, the configurations of the nodes get muddled, and essentially disable the nodes. Restarting the master should not cause this problem.

          Behind the scenes this likely because if a master collects ip and port
          assignments but doesn't currently persist this information. On restarts, it
          doesn't know the ips of the agents and is unable to restore the old auto
          config. Refreshing or reconfiguring are necessary because they trigger the
          updates.
