Description

Whirr only builds Javadoc when -Pjavadoc is specfied on the command line because it takes a long time: https://github.com/apache/whirr/blob/trunk/pom.xml#L592

A mvn package -DskipTests takes quite some time in flume. I think we could move javadoc, site, and sphinx? to a separate "doc" profile and speed the package process for development.
