Description

Currently, reconfiguration causes all sinks and sources to be shut down and restarted. Restarts can be avoided for most components(Except for sources, which bind to certain server sockets, where a restart might be cleaner). For eg: Rolling File sink does not need to be shut down and new one taking its place just for changing the logging folder. We should support reconfigurability in runtime.
