Description

Migrate logic in org.apache.flink.runtime.rest.handler.legacy.metrics.SubtaskMetricsHandler to a handler that extends org.apache.flink.runtime.rest.handler.job.metrics.AbstractMetricsHandler. Register new handler to DispatcherRestEndpoint.
