Description

Similarly to FLINK-7350 we improve build times (and stability!) by only executing the Apache Rat plugin in the build profile that builds the all of flink.

Bump apache-rat-plugin to 0.12, [RAT-173
Cannot skip plugin run completely, but check only | https://issues.apache.org/jira/browse/RAT-173]
