[FLINK-6003] Add docker image based on the openjdk one (debian+alpine)

Description

The base docker image 'java' is deprecated since the end of the last year.
This issue will also re-introduce a Dockerfile for the debian-based openjdk one in addition to the current one based on alpine.
Additional refactorings included:

• Move default version to 1.2.0
• Refactor Dockerfile for consistency reasons (between both versions)
