[FLINK-4731] HeapKeyedStateBackend restoring broken for scale-in

Description

Restoring the HeapKeyedStateBackend is broken in case that parallelism is reduced. The restore method is overwriting previously restored state.

We should also add scale-in testing to the RescalingITCase.
