Description

The JobManagerHACheckpointRecoveryITCase and JobManagerHAJobGraphRecoveryITCase tests currently run the JobManager and TaskManager components as full processes. This is unnecessary and often problematic on Travis CI (we have seen multiple issues with these tests). I would like to rewrite these tests along the lines of the JobManagerHARecoveryTest, which is more light-weight and allows for better control of the test setup.
