Description

Currently, there are no metrics emitted for state size when checkpoints are disabled. We need to provide some observability on the job state even when checkpoints are disabled. state size is one metric but there could be more such metrics. We may need to define a configuration policy for emitting such metrics as there is no checkpoint interval we can use.
