Description

Issue: During the initialization of the DelegationTokenReceiverRepository in the constructor, the loadReceivers() method is invoked without checking whether delegation tokens are enabled. This leads to the following error in the TaskManager logs:

java.lang.IllegalStateException: Delegation token receiver with service name {} has multiple implementations [hadoopfs]
